David seeks to provide conceptual frameworks of DPI, the challenges around governance for DPI and state capacity needed to create or implements DPIs.

David is an Associate Professor in Digital Government at the Institute for Innovation and Public Policy at University College London, where he teaches and writes on digital transformation and digital public infrastructure. As part of his work David co-hosts an annual convening of digital government leaders from around the world and has co-developed a course on digital-era public administration skills taught in over 20 universities. David works with governments around the world helping them think about their digital transformation strategies, including teaching thousands of senior public servants via executive education programs. Previously, David served as co-founder and CEO of ReCollect, a civic tech start up that successfully grew to serve over 400 governments across North America and the UK. He has also worked with open source communities such as OpenMRS, Drupal, and Mozilla in an effort to improve their collaboration capacity and enable them to further scale. 

David earned an MPhil in International Relations from the University of Oxford and a BA in History from Queen’s University. In his spare time David loves playing ping pong with his kids, eating chocolate, and playing word games.
