Associate, Investments

Remote, based in West Africa (Closes October 14 2024)

    The Role
    Co-Develop is seeking a passionate and collaborative Investments Associate to help build and support a portfolio of investments that drive safe and inclusive DPI adoption. You will identify promising investable opportunities, support due diligence from start to finish, support our grantees, and help prepare for and facilitate workshops and other ecosystem-building initiatives.

    You will report to a leader within the investments team and collaborate with team members who lead projects related to DPI technical and governance.


    This is a remote-work position based in India or Africa.

    Responsibilities

    • Support the development of a compelling investment portfolio alongside the investments team

    • Stay informed about governance and technology related to DPI, sector initiatives, and country infrastructure to prepare team members for meetings, to inform strategy, and to identify new investment opportunities

    • Assist in the investment process, including conducting due diligence and preparing for presentations to the investment committee

    • Provide ongoing active portfolio support to organizations that receive funding from Co-Develop

    • Support grant administration activities, such as upkeeping the file management system, inputting updates to the grant management system, and ensuring receipt of grantee reports

    • Support preparatory activities for Co-Develop led workshops / convenings, including developing content, preparing agendas, and documenting outcomes

    • Participate regularly in meetings among the global team members

    • Travel, domestic and abroad

    Other duties as assigned.

    Required Qualifications

    • 2-4 years experience in technology and or tech governance, and project management. Understanding of digital public infrastructure is a plus.

    • Entrepreneurial skills and demonstrated ability to work successfully in a rapidly evolving environment

    • Ability to work effectively with a remote and diverse team, including flexibility across various time zones spanning PST (Seattle) to IST (India) 

    • High attention to detail and organisational ability

    • Excellent writing skills

    • Ability to travel to represent Co-Develop

    • High emotional and cultural acumen; a culture-add and a values-fit

    Desired Qualifications

    • Experience working with external stakeholders and building trusted relationships 

    • Exposure to the field of using digital technologies for large-scale impact, especially in rapidly digitising countries

Operations Associate

    The Role
    We are seeking a dynamic Operations Associate to lead our logistics and team coordination efforts in order to support our mission of expanding DPI that is safe, equitable, and inclusive. We are looking for someone who is highly organized, proactive, and attentive to detail, who can drive more efficient processes across the team.

    You will report to our Director of Operations, and coordinate with everyone on our small-but-mighty staff team to ensure smooth logistics and operations across a wide range of organizational processes, from finance and investments, to development, events management, HR, and more. This is an ideal role for someone who likes to be behind the scenes ensuring everything runs smoothly, and who aspires to a career within Operations.


    This is a remote-work position based in India, preferably from Bangalore.

    Responsibilities

    Finance:

    • Provide administrative support on grants and contracts through a Grants Management System, including ensuring correct templates are used, documentation is collected, and disbursement and reporting deadlines are recorded and tracked properly

    • Manage credit card transaction coding and send team reminders

    • Support with reimbursement processing for both staff and partners, including ensuring forms are filled out completely and accurately

    • Support annual budget process and mid-year budget reforecasting, including data entry, maintaining templates, coordinating tasks and timelines, etc.

    Development:

    • Track grant deadlines and milestones

    • Coordinate preparation of donor reports within the team to ensure reporting deadlines are met

    Travel and Events Management:

    • Coordinate team travel and accommodation for staff offsites (est. 2x per year) and major Co-Develop events

    • Provide logistical support for Co-Develop hosted events, including sourcing and contracting with venues and accommodations, liaising with guests on travel and logistics, coordinating room setup and catering, etc.

    • Provide on-the-ground logistical support (e.g. meal locations, arranging local transport) for events attended in person

    HR:

    • Coordinate key HR tasks, including performance management processes, hiring processes, staff onboarding

    • Actively build team culture

    Team Coordination and Support:

    • Manage team Google calendar, including scheduling group meetings, ensuring major events are reflected in the calendar, and updating the annual external events calendar

    • Prepare meeting agendas and take meeting notes

    • Draft and edit letters, reports, and other documents as assigned

Social Protection Information Management System Implementation Plan for Government of the Virgin Islands

  • 1. Background

    The Government of the British Virgin Islands (BVI) is embarking on a project to develop and implement a digital registry to enhance the management of social protection programs via a digital public infrastructure framework. This project aims to address challenges in the current system, such as inefficiencies and limited collaboration due to fragmented data management. The expected Social Protection Information Management System (SPIMS) will act as a central and scalable platform to streamline processes, improve data accuracy, and enable better interoperability and coordination among government agencies. The SPIMS will initially focus on the Public Assistance Programme, with plans to expand to other social protection initiatives in the future. The government seeks a consultant, which may consist of an individual or a team, to develop a comprehensive implementation plan for the SPIMS, including the selection of appropriate technology.

    2. Objectives

    The primary objective of this consultancy is to develop a comprehensive implementation plan to design and develop the SPIMS project, including identifying and recommending appropriate technologies to support its development, integration, scalability and sustainability.

    The consultant will:

    ●       Conduct a thorough assessment of the current social protection landscape in the BVI, including existing policy, digital infrastructure, data sources, processes, and use cases.

    ●       Develop an implementation, operations, maintenance, and evolution roadmap for the solution to be implemented.

    ●       Evaluate available technology solutions and recommend the most suitable option based on the BVI's specific needs, covering adaptability, adoption, scalability, interoperability, and local capacity-building factors in the analysis     .

    ●       Develop a change management strategy to ensure knowledge transfer, smooth adoption, and user acceptance of the SPIMS across relevant government agencies.

    ●       Provide guidance on data security and privacy protocols to safeguard sensitive beneficiary information.

    3. Scope of Work

    The consultant will undertake the following tasks, among others necessary for the achievement of the Objectives set in Section 2 above:

    i.Project Assessment:

    ●       Review existing social protection programs and data management systems within the BVI.

    ●       Assess the current state of digitization, including gaps and challenges identified in the proposal.

    ii.Stakeholder Engagement:

    ●       Facilitate consultations with key stakeholders, including the Ministry of Health and Social Development, Social Development Department, Department of Information Technology, and other relevant agencies.

    ●       Gather requirements and feedback to ensure the SPIMS meets the needs of all stakeholders.

    iii.  Technology Evaluation:

    ●       Conduct a comprehensive market analysis of the four to five best available technology solutions for Social Protection Information Management Systems.

    ●       Evaluate shortlisted solutions based on predefined criteria, including functionality, scalability, interoperability, security, data protection, and cost-effectiveness.

    ●       Recommend the most suitable technology solution and provide a justification for the selection.

    ●       Develop a plan for technology implementation, including data migration, system integration, and user training.

    iv.  Implementation Plan Development:

    ●       Define the scope and phases of the SPIMS implementation, considering a modular and scalable approach.

    ●       Develop a detailed project plan with clear timelines, milestones, and deliverables.

    ●       Identify resource requirements, including personnel, hardware, software, and training.

    ●       Develop a risk management plan to address potential challenges and ensure project success.

    ●       Outline a communication and stakeholder engagement strategy.

    v.    Capacity Building and Training:

    ●       Design a capacity-building plan to train government staff on managing and maintaining the SPIMS.

    vi.  Risk Assessment and Mitigation:

    ●       Identify potential risks to the project, including those related to rapid deployment, scalability, inclusion, and data security.

    ●       Propose mitigation strategies to address these risks.

    4. Deliverables

    The consultant is expected to deliver the following:

    ●       Inception report outlining the project approach and methodology.

    ●       Needs assessment report detailing the findings and recommendations.

    ●       Implementation plan for the SPIMS, including phases, timelines, resource requirements, and risk mitigation strategies.

    ●       Technology selection report with a detailed evaluation and justification for the recommended solution through as a concise strategy note.

    ●       Final report summarizing the project outcomes and recommendations.

    5. Expertise Required

    The consultant should possess the following qualifications and experience:

    ●       Proven experience in designing and implementing social protection systems, preferably within a government context.

    ●       Expertise in digital transformation and the use of technology in public service delivery.

    ●       Expertise in technology selection, particularly in the context of modular and scalable systems.

    ●       Strong understanding of data management, analysis, and visualization tools.

    ●       Strong project management skills, with a focus on capacity building and stakeholder engagement.

    ●       Excellent communication and interpersonal skills.

    ●       Familiarity with the social and economic context of Small Island Developing States (SIDS) is an advantage.

    6. Reporting

    The consultant will report to the Ministry of Financial Services, Labour and Trade and also work closely with the Ministry of Health and Social Development over the course of the engagement.

    7.  Timeline

    The consultancy is expected to be completed within 45 days starting from the date of contract signing.

    8. Proposal Submission

    Interested consultants should submit their proposals, including:

    ●       A technical proposal outlining the understanding of the assignment, proposed methodology, and work plan.

    ●       A financial proposal detailing the cost breakdown for the consultancy services up to USD 20,000.
