Matthew McNaughton
Director - Inclusion, Safety & Civil Society Engagement! 

Matthew McNaughton is a digital development practitioner from Kingston, Jamaica. At Co-Develop he leads the organization’s civil society engagement in the shaping of digital public infrastructure initiatives in partner countries. Matthew develops strategies and leads projects that focus on practical applications of digital technology, service design, and citizen participation in governance.

Before CoDevelop, Matthew worked at UNICEF as a Global Technology For Development Specialist, where he oversaw a digital messaging ecosystem that delivered more than 490 million messages each year connecting children, mothers, and caregivers with life-saving information and public services. Matthew also spent 3 years at the World Bank as an Open Innovation Specialist, where he led a number of open government and citizen feedback programs in Nigeria.

In his personal capacity Matthew actively engages in shaping the building blocks of digital society emerging in Jamaica and the Caribbean. He co-founded the SlashRoots Foundation, a social impact organization utilizing digital practices to improve the design and delivery of public services and development programs in the Caribbean, convened civil society-private sector contributions to data protection and digital identity legislation, and serves on multiple boards, including Jamaica’s Open Government Partnership (OGP) Multi-Stakeholder Forum and on the Board of Directors for the Caribbean Open Institute.

Matthew held Edward S. Mason and Ash Democracy Fellowships at the Harvard Kennedy School, where he earned his Master in Public Administration, and a B.A in Philosophy from the College of Wooster. When he isn’t thinking about how digital can improve public services, he’s likely following the latest Liverpool FC news.
