Objective

The objective of this Request for Proposals (RFP) is to select a qualified and experienced Fundraising/Resource Mobilization Consultant to partner with our organization in developing and implementing a comprehensive resource mobilization strategy, with particular emphasis on multilateral donors and institutional giving.

About Co-Develop

In the 20th century, physical infrastructure – electrical grids, highways, mass plumbing – created unimaginable public value and prosperity. In the 21st century, digital public infrastructure (DPI) has the same potential, leveraging digital systems like digital payments, digital identification, and data exchange to enable the effective provision of essential society-wide functions. Over 50 countries around the world are working on setting up DPI as part of a wider ‘reset’ post-COVID-19. Tried and tested DPI solutions have been developed that these countries can leverage quickly.

Building and sustaining DPI in a way that lays the groundwork for a more secure, inclusive, participatory digital ecosystem is a once-in-a-generation opportunity. There is a five-to-eight-year window of opportunity to make sure that DPI is built in the right way. The choices countries make now will have consequences for decades to come.

Co-Develop was created to help countries navigate this process. Our goal is to support 50 countries in the next five years to deploy DPI at scale. We do this through grant making to support the technology that enables DPI, the policy and governance models that make DPI safe and inclusive, the growth of the global DPI ecosystem, and the use of research to show the impact of DPI.

Scope of Work

The Resource Mobilization Consultant will be responsible for the following tasks:

  • Conduct an assessment of our organization's current resource mobilization efforts.

  • Compile a list of the top government bilateral donors and private foundations in sectors that are relevant to Co-Develop’s work, including their funding schedules and current commitments.

  • Identify and prioritize potential government bilateral donor and private foundation funding sources

  • Develop a strategic resource mobilization plan that aligns with our organizational goals and objectives, with particular emphasis on multilateral donors and institutional giving.

  • Develop initial fundraising messaging to approach multilateral and institutional donors, including developing strategic assets such as a pitch deck.

  • Facilitate introductions to relevant funders for the Co-Develop team

  • Provide training and capacity building to our staff on resource mobilization.

Qualifications

The ideal Resource Mobilization Consultant will have the following qualifications:

  • A minimum of 10 years of experience in resource mobilization, preferably in a relevant sector and with deep knowledge of ODA/multilateral funding organizations.

  • A proven track record of success in securing funding from a variety of sources, including multilateral and institutional donors.

  • Strong project management and organizational skills.

  • Excellent written and verbal communication skills.

  • A deep understanding of the funding landscape and current trends in resource mobilization.

Proposal Submission

We envision the consultant working with us for a period of approximately 6 months, with the possibility of renewal. We are a global and remote team, so work will primarily be done virtually. You may include limited travel in your proposal if necessary to achieve the objectives outlined.

Interested consultants are invited to submit a proposal that includes the following information:

  • A cover letter outlining your interest in the position and how your skills and experience align with the requirements of the RFP.

  • A detailed description of your proposed approach to the work, including a timeline, estimated days per week, and budget.

  • A list of references from previous clients.

Proposal Deadline

Proposals must be submitted by April 4, 2025 to hr@codevelop.fund. Proposals will be evaluated on a rolling basis, and early submission is recommended.

Proposals will be evaluated based on the following criteria:

  • Qualifications and past success of the consultant

  • Proposed approach to the work

  • Cost-effectiveness

  • References

Selection Process

A selection committee will review all proposals and select the most qualified consultant to partner with our organization.
